Overview
Permits The Arizona Department of Transportation (ADOT) to enter into an agreement with a
qualified nonprofit charitable organization to help individuals, at no cost to them, with acquiring
replacement personal identification documents. Establishes and appropriates $1,000,000 into the
Personal Identification Document Fund. Provides a driver's license and nonoperating license
application fee waiver to all persons who do not have a residence address or whose residence
address is a homeless shelter.
History
ADOT is authorized to register motor vehicles and aircraft, license drivers, collect revenues,
enforce motor vehicle and aviation statutes and perform related functions. Fees for different types
of driver's licenses are prescribed in statute. For each original, renewal or reinstatement
application for operator licenses, the fee is broken down into age categories as follows:
1) 39 years or younger: $25;
2) 40 to 44 years: $20;
3) 45 to 49 years: $15; and
4) 50 years or older: $10 (A.R.S. § 28-3002).
The fees for driver's licenses do not apply to a veteran who does not have a residence address
or whose residence address is a homeless shelter. The Director of ADOT is required to deposit
fees collected from driver's licenses into the Arizona Highway User Revenue Fund (HURF)
(A.R.S. §§ 28-332, 28-3002).
The application fee for nonoperating identification licenses established by administrative rule is
$12 (17A.A.C. 4, R17-4- 403). The established fee does not apply to: 1) a person who is 65 years
of age or older; 2) a person who is a recipient of public monies as an individual with disabilities
under the Social Security Act; 3) a veteran who does not have a residence address or whose
residence address is a homeless shelter; and 4) a child in the custody of the Department of Child
Safety (A.R.S. § 28-3165).
Provisions
1. Permits ADOT to enter into an agreement with a qualified 501(c)3 nonprofit charitable
organization that works to end and prevent homelessness in this state to:
a) Assist people in obtaining, at no cost to them, replacement personal identification
documents including birth certificates and other supporting documents; and
b) Enable people to have secure personal identification document storage and prevent theft,
loss or destruction of the documents. (Sec. 1)

2. Establishes the Personal Identification Document Fund which will be administered by ADOT
and consist of monies appropriated by the legislature and gifts, grants, donations and devises
from any private or public source. (Sec. 1)
3. Stipulates that Personal Identification Document Fund monies will be spent to support the
charitable organization ADOT is in an agreement with to assist people in obtaining
replacement personal identification documents. (Sec. 1)
4. Authorizes the use of State Highway Fund monies to support the efforts of the charitable
organization that ADOT has entered an agreement with to assist people in obtaining
replacement personal identification documents. (Sec. 4)
5. Appropriates $1,000,000 from the state Highway Fund in FY 2024 to the Personal
Identification Document Fund to be appropriated to ADOT. (Sec. 5)
6. Exempts a person without a residence address or whose residence address is the address of
a shelter that provides service to the homeless from the application fees for a driver's license
or a nonoperating identification license. (Sec. 2, 3)
7. Makes technical changes. (Sec. 2, 3)
