FACT SHEET FOR H.B. 2225 
 
ADOA; alternative routes applicants 
Purpose 
Requires the Arizona Department of Administration (ADOA) to evaluate the suitability of 
all state employee positions for skilled through alternative routes applicants and identify those 
positions on the online state jobs application portal. 
Background 
ADOA is responsible for administering the State Personnel System. ADOA must adopt 
personnel and personnel administration rules for both covered and uncovered employees, 
including for the establishment and maintenance of classification and compensation plans and the 
recruitment, selection and appointment process of eligible applicants (A.R.S. ยงยง 41-741 and  
41-743). ADOA groups positions into classes based on similarities of duties and responsibilities. 
Class specifications contain a statement of the minimum education, experience, competencies and 
other qualifications required to perform the work. An agency head must ensure that any candidate 
selected for hire meets the established qualifications for the position filled (A.A.C. R2-5A-201 and 
R2-5A-304).  
There is no anticipated fiscal impact to the state General Fund associated with this 
legislation. 
Provisions 
1. Requires ADOA to evaluate all state employee positions and identify the positions that are 
suitable for skilled through alternative routes applicants.  
2. Requires ADOA's online state jobs application portal to identify those positions that are 
suitable for: 
a) applicants who have postsecondary degrees; and  
b) skilled through alternative routes applicants.  
3. Directs ADOA, by October 1, 2023, to submit a report that details which state employee 
positions may be modified to accept skilled through alternative routes applicants to the 
Governor, the President of the Senate, the Speaker of the House of Representatives and the 
Secretary of State.  
4. Defines skilled through alternative routes applicant as an individual who has developed skills 
through job training, community college, military service or an apprenticeship and who meets 
all of the following:  
a) is currently active in the workforce;  
b) has a high school diploma or the equivalent of a high school diploma; and 
c) does not have a bachelor's or graduate degree.   FACT SHEET

5. Designates this legislation as the Arizona Works Project Act.  
6. Becomes effective on the general effective date.
