Overview 
Appropriates monies from the state General Fund (GF) in FY 2024 to the Lowell Observatory. 
History 
Lowell Observatory is a 501(c)(3) nonprofit research institution located in Flagstaff, Arizona. The 
construction and outfitting cost for the astronomy discovery center, including exhibits, technology 
and ample contingency totals $53.6 million. Furthermore, it is raising an additional $5 million for 
facility and technology upgrades and future programming (Lowell Observatory). 
The Joint Committee on Capital Review (JCCR): 
1) Develops and approves a uniform formula for computing annual building renewal funding 
needs and a uniform format for the collection of data; 
2) Approves building systems for computing and funding building renewal and for preparing 
capital improvement plans; 
3) Reviews the state capital improvement plan and make recommendations to the 
Legislature concerning funding for land acquisition, capital projects and building renewal; 
and 
4) Reviews the expenditure of all monies appropriated for land acquisition, capital projects 
and building renewal (A.R.S. § 41-1252). 
Provisions 
1. Appropriates $14,000,000 from the state GF in FY 2024 to ADOA to distribute to the Lowell 
Observatory for the astronomy discovery center. (Sec. 1) 
2. Stipulates money from this appropriation must be used for capital costs. (Sec. 1) 
3. States this appropriation is not subject to review by JCCR. (Sec. 1)
