FACT SHEET FOR H.B. 2333 
 
appropriation; coordinated reentry planning 
Purpose 
Appropriates $10,000,000 from the state General Fund (state GF) to the Arizona 
Department of Administration (ADOA) in FY 2024 for distribution to Coconino, Mohave, Navajo, 
Pinal and Yavapai counties to continue to implement coordinated reentry services. Appropriates 
$3,000,000 from the state GF to the Arizona Criminal Justice Commission (ACJC) in FY 2024 to 
develop a cross-system recidivism tracking database. 
Background 
Counties may establish a coordinated reentry planning services program within a county 
jail for the purpose of screening and assessing persons booked into county jail and connecting 
those persons with behavioral health and substance use disorder providers. Subject to available 
monies, programs must: 1) allow entities to access and use a cross-system recidivism tracking 
database that incorporates specified data; 2) allow entities to work in conjunction with counties, 
cities, towns, political subdivisions and superior courts to establish an information exchange 
mechanism; 3) allow county and community-wide collaborative efforts to be established and 
maintained for jail reentry planning services and all branches of the criminal justice and court 
systems; 4) establish working agreements with coalition partners; and 5) use the cross-system 
recidivism tracking database to record baseline and ongoing statistics. Counties that establish 
coordinated reentry planning service programs must also establish a planning committee to 
develop policies and procedures that meet minimum criteria (A.R.S. ยง 11-392). 
H.B. 2333 appropriates $10,000,000 from the state GF to ADOA and appropriates 
$3,000,000 from the state GF to ACJC in FY 2024. 
Provisions 
1. Appropriates $10,000,000 from the state GF to ADOA in FY 2024 to be equally distributed in 
amounts of $2,000,000 each to Coconino, Mohave, Navajo, Pinal and Yavapai counties to 
continue to implement coordinated reentry services. 
2. Appropriates $3,000,000 from the state GF to ACJC to develop a cross-system recidivism 
tracking database. 
3. Specifies that the Legislature intends for these appropriations to be considered ongoing funding 
in future years. 
4. Exempts the appropriations from lapsing. 
5. Becomes effective on the general effective date.  FACT SHEET
