Overview 
Appropriates $250,000 from the state General Fund (GF) in FY 2024 to support the Address 
Confidentiality Program (Program). 
History 
The Program permits a victim of domestic violence, sexual offenses or stalking to obtain a 
substitute address. This becomes the participants' lawful address on record and keeps the 
participants' residential address confidential and inaccessible to the public. The Secretary of State 
(SOS) designates the substitute address, as well as receives and forwards mail to the participant. 
SOS receives and forwards first-class, certified or registered mail to the participant at no charge. 
Any other class or kind of mail may also be arranged to be received and forwarded at the 
participant's expense (A.R.S. § 41-162).  
Examples of when a substitute address may be used for public record include driver's licenses, 
identification cards, voter registration, public school enrollment, police reports and court 
documents (A.R.S. § 41-166). 
Provisions 
1. Appropriates $250,000 from the GF in FY 2024 to SOS for the Program. (Sec. 1)
