Fiscal Note BILL # HB 2380 TITLE: secretary of state; address confidentiality SPONSOR: Gress STATUS: As Introduced PREPARED BY: Micaela Larkin Description The bill would appropriate $250,000 from the General Fund in FY 2024 to the Secretary of State (SOS) for the support of the Address Confidentiality Program (ACP). The program allows persons who are victims of domestic violence offenses, sexual offenses, or stalking to keep their residence address confidential. Estimated Impact The bill would cost $250,000 from the General Fund. Analysis The ACP has statutory funding from a $50 assessment collected from persons convicted of sexual offenses, sexual exploitation of children crimes, stalking, and domestic violence offenses. The Address Confidentiality Program Fund receives 95% of this assessment, and statute designates 5% for the court's administrative costs. The remaining program costs are currently covered by monies from the SOS General Fund operating budget and an allocation from the state's federal Victims of Crime Act (VOCA) funding. The administrator of the state's VOCA grant is the Department of Public Safety (DPS). For FY 2022, SOS reported a program cost of $701,100. This amount was funded from the following sources: $291,500 from court assessments, $308,300 allocated from the VOCA grant, $66,000 from the SOS operating budget and $35,300 from an existing balance in the Address Confidentiality Program Fund. SOS indicated that the bill's appropriation of $250,000 would backfill a potential decrease in future federal VOCA funding.
