HB 2418: law enforcement; response times; requirements

Overview 
Requires cities and towns (municipalities) to provide sufficient law enforcement officers to have a 
law enforcement emergency response time (response time) of no more than 5 minutes. 
Establishes certain review and reporting requirements relating to voter registration databases and 
events.  
History 
The Arizona Criminal Justice Commission (ACJC) is a 19-member commission that carries out 
various coordinating, monitoring and reporting functions regarding the administration and 
management of criminal justice programs in Arizona. ACJC is required to monitor progress and 
implementation of criminal justice legislation, facilitate research among criminal justice agencies 
and facilitate efforts to share criminal justice information (A.R.S. Title 41, Chapter 21).  
Provisions 
Law Enforcement Response Time  
1. Mandates that each municipality must provide enough law enforcement patrol officers to 
achieve an emergency call response time of no more than five minutes. (Sec. 1) 
2. Directs ACJC to establish policies and procedures to define response time. (Sec. 1, 4) 
3. Instructs municipalities to annually report response times to ACJC. (Sec. 1) 
4. Directs ACJC to receive and review the annual response time reports provided by 
municipalities. (Sec. 4)  
5. Instructs the Auditor General to annually preform an audit of the processes and data 
municipalities use to determine their average response times. (Sec. 1, 3)  
Voter Registration Review  
6. Requires the Auditor General to review the processes and statutory requirements for:  
a) Maintaining the statewide voter registration database;  
b) County early voting lists; and  
c) County voter registration databases for counties with a population of more than one million 
persons.  (Sec. 3)  
7. Requires the Secretary of State and county recorders to:  
a) Notify the Auditor General of the expenditures made for voter registration programs and 
events and provide specified information; and  
b) Specify their attendance at these programs and events. (Sec. 3) 
8. Directs the Auditor General to submit a report detailing findings by June 30 of each year. (Sec. 
3)
