Assigned to TAT & APPROP FOR COMMITTEE ARIZONA STATE SENATE Fifty-Sixth Legislature, First Regular Session FACT SHEET FOR H.B. 2643 state aviation fund; appropriation Purpose Appropriates $26,000,000 from the state General Fund (state GF) in FY 2024 to the State Aviation Fund (Fund) and allocates $6,000,000 of the appropriation to the Phoenix-Mesa Gateway Airport (Gateway). Background The Fund consists of monies from: 1) aviation or motor vehicle fuel taxes; 2) the sale of abandoned or seized aircrafts; 3) the flight property tax; 4) aircraft-related registration fees, license taxes and penalties; 5) the Arizona Department of Transportation's operation of airports; and 6) jet fuel excise and use taxes. The State Transportation Board is required to use monies from the Fund for planning, design, development, acquisition of interests in land, construction and improvement of publicly owned and operated airport facilities in counties, incorporated cities and towns and Indian reservations (A.R.S. ยง 28-8202). A former U.S. Air Force base, Gateway was converted for civilian use and reopened in 1994. The Gateway Authority, a joint powers airport authority, operates Gateway and is comprised of: 1) the Cities of Mesa, Phoenix and Apache Junction; 2) the Towns of Queen Creek and Gilbert; and 3) the Gila River Indian Community (A.R.S. Title 28, Chapter 25, Article 8; Gateway). H.B. 2643 appropriates $26,000,000 from the state GF in FY 2024 to the Fund and requires $6,000,000 of the appropriation to be distributed to Gateway. Provisions 1. Appropriates $26,000,000 from the state GF in FY 2024 to the Fund. 2. Requires $6,000,000 of the $26,000,000 appropriation to be distributed to Gateway. 3.
