HB2744: national marrow donor registry; ADOT

Overview 
Directs the Director of the Arizona Department of Transportation (ADOT) to establish specified 
procedures relating to a national marrow donor registry (marrow registry). 
History 
Statute requires the director of ADOT (Director) to establish procedures: 
1) To allow a person applying for a driver's license, permit or nonoperating identification 
license to indicate during the application process their preference to be an organ or tissue 
donor. An indication that the applicant wishes to be an organ or tissue donor is considered 
a document of gift; and 
2) For the release of information contained in the driving record of a person who indicates a 
preference to be an organ or tissue donor if the release is for the purpose of being 
registered in the donor registry (A.R.S. § 28-3006). 
Bone marrow is defined as the soft material that fills human bone cavities (A.R.S. § 41-706). 
Provisions 
1. Requires the Director to establish procedures:  
a) To allow a person applying for a driver's license, permit or nonoperating identification 
license to indicate during application the person's preference to enroll in a marrow registry 
as a bone marrow or blood stem cell donor; and 
b) For the release of information contained in the driving record of a person who indicates 
the person's preference to enroll in a marrow registry if the release is for the purpose of 
being registered in the marrow registry. (Sec. 1) 
2. Defines national marrow donor registry as a national registry of unrelated donors for patients 
who need cellular therapy, including haploidentical and fully matched related donor 
hematopoietic cell transplant, cord blood hematopoietic cell transplant and new cell and gene 
therapies. (Sec. 1)
