Subject to voter approval, directs the Legislature to annually adopt a general appropriation bill by

History
The Arizona Constitution specifies that the general appropriation bill may only contain
appropriations for state departments, state institutions, public schools and interest on the public

c) Removes one-time expenditures. (Sec. 1)
2. Directs the Secretary of State to submit this measure to the voters as a proposition at the next
general election. (Sec. 1)
