Purpose 
Requires, effective January 1, 2024, for a restriction on highway use to be enforceable, a 
uniform sign informing the public of the restriction to be placed near every intersection or junction 
with a traffic control device. Prescribes requirements for the contents of the sign.  
Background 
A local authority may prohibit, by ordinance or resolution, the operation of trucks or other 
commercial vehicles or impose limitations on the weight of vehicles on highways under its 
jurisdiction. The local authority must place appropriate signs on the highway to designate a 
prohibition or limitation.  
The Director of the Arizona Department of Transportation (ADOT) may determine by 
resolution to impose a restriction on the weight of vehicles on a highway under the Director's 
jurisdiction. A restriction is effective once signs giving notice of the restriction are erected on the 
portion of the highway affected by the resolution (A.R.S. § 28-1106). 
There is no anticipated fiscal impact to the state General Fund associated with this 
legislation. 
Provisions 
1. Requires a sign giving notice of a highway-use restriction to: 
a) inform the public of the restriction;  
b) be uniform and designed by ADOT; 
c) be placed near every intersection or junction with a traffic control device along the 
designated highway; and  
d) either direct the public to the fastest route to leave a restricted route or inform the public of 
the distance that the route is restricted.  
2. Deems, effective January 1, 2024, a restriction on highway use as unenforceable if the Director 
of ADOT or local authority fails to erect and maintain signs, as prescribed.  
3. Becomes effective on the general effective date, with a delayed effective date as noted.

1. Modifies the requirements for a sign designating a route restriction to be:  
a) uniform and designed by ADOT; and  
b) placed near every ingress and egress, rather than at least every quarter mile, along the

2. Makes technical and conforming changes.  
Amendments Adopted by the House of Representatives 
1. Requires a sign to be placed near every intersection or junction with a traffic control device, 
rather than near every ingress and egress. 
2. Allows the sign to inform the public of the distance of the route restriction as an alternative to 
directing the public to the fastest route to leave the restricted route. 
3. Delays, to January 1, 2024, the unenforceability of a highway-use restriction without erecting 
and maintaining signs, as prescribed.
