Overview 
Requires the Secretary of State and the County Recorders to publicly post a list of events attended 
in which voter registration services were provided.   
History 
Voter Registration  
One of the primary election duties of the County Recorder is voter registration. The County 
Recorder may designate a deputy registrar to assist with registering voters. In Addition to the 
County Recorders and their deputy registrars, Justices of the Peace are required to supply voter 
registration forms to any requesting qualified elector without charge (A.R.S. § 16-131).  
FY 2022 Budget Procedures Budget Reconciliation Bill 
Laws 2021, Chapter 405, § 4 required, in part, the Secretary of State and the County Recorders 
to post within 24 hours a list of all events they attended where voter registration services were 
provided. In 2022, the Arizona Supreme Court struck down the entire FY 2022 Budget Procedures 
Budget Reconciliation Bill for violating the Constitution of Arizona's title requirement (Arizona 
School Boards Association Inc. et al. v. State of Arizona).  
Provisions 
1. Directs the Secretary of State and County Recorders to publicly post on their websites a list 
of each event the official or their staff attends and provides voter registration services. (Sec. 
1) 
2. Specifies each event must be posted on the official's website within 24 hours and outlines the 
information that must be included on the list. (Sec. 1) 
3. Repeals statute concerning the posting of voter registration events that was struck down by 
the Arizona Supreme Court. (Sec. 1)
