Overview 
Makes it a class 3 felony offense for a person to possess or knowingly use or manufacture a 
pulsar manipulation device.  
History 
According to the Arizona Petroleum Marketers Association (APMA), disabling or manipulating 
pulsation devices allows fuel to pump without being metered or for more fuel to dispense than 
what is shown on the meter (AMPA Meter Calibration, Aerial Mapping, Skimmers & Fuel Theft). 
For a first-time felony offender, a class 3 felony carries a presumptive prison sentence of 3.5 years 
and a maximum fine of $150,000 to be determined by the court (A.R.S. §§ 13-702 and 13-801).  
Possess and knowingly are defined in statute (A.R.S. § 13-105).  
Provisions 
1. Prohibits possessing or knowingly using or manufacturing a pulsar manipulation device and 
classifies this offense as a class 3 felony. (Sec. 1) 
2. Defines pulsar manipulation device as any mechanical or electronic device that can 
manipulate the dispenser meter of a fuel pump. (Sec. 1)
