SB 1201: early ballots; signatures; electronic pollbooks
Sponsor: Senator Kavanagh, LD 3
Vetoed
Overview
Prohibits the use of electronic pollbook (e-pollbook) signatures for signature comparisons.
History
Signature rosters or e-pollbooks serve as official lists of eligible voters for each voting location or
election. Provided the individual is physically able to, the elector must sign their name in the e-
pollbook or paper signature roster prior to receiving a ballot (A.R.S. § 16-579).
The Secretary of State's July 2020 Signature Verification Guide (SVG) includes a section on
electronic signatures. Specifically, the SVG references counties in which voters check-in at the
voting location by signing electronic signature pads. These signatures are included in the voter's
record in the voter registration database and are used as references for the verification of
signatures on the ballot affidavits (SVG).
Provisions
1. Prohibits the County Recorder or officer in charge of elections from using signatures on polling
place or voting center e-pollbooks for signature comparisons. (Sec. 1)
2. Makes a technical change. (Sec. 1)
