appropriations; crime victim notification fund 
Purpose 
Appropriates $7,600,000 from the state General Fund (state GF) to the Law Enforcement 
Crime Victim Notification Fund (Fund) in FY 2024 and appropriates $400,000 to the State 
Treasurer in FY 2024 to pay for any costs associated with the Fund, including reimbursing law 
enforcement agencies that submit a valid claim of software costs. 
Background 
The Fund is administered by the State Treasurer and consists of legislative appropriations. 
Monies in the fund are subject to legislative appropriation and may be used by law enforcement 
agencies in Arizona to fund software that enables the county-and-or-city-based deployment of an 
automated crime victim notification system to a user base consisting of law enforcement 
agencies. The automated crime victim notification system must meet certain requirements as 
outlined and a vendor of any software that meets the requirements must have previously deployed 
a solution for a city police department, sheriff's office and prosecutor's office. The previously 
deployed solutions could have been deployed in Arizona, in a different state or a combination of 
both. Law enforcement agencies that implement software meeting the outlined requirements may 
submit a request for reimbursement of the software costs to the State Treasurer. The State Treasurer 
must reimburse valid claims for reimbursement on a first-come, first-served basis (A.R.S.  
§ 41-180).  
S.B. 1244 appropriates $7,600,00 from the state GF to the Fund in FY 2024, and 
appropriates $400,000 from the state GF to the State Treasurer in FY 2024. 
Provisions 
1. Appropriates $7,600,000 from the state GF in FY 2024 to the Fund to then be appropriated to 
the State Treasurer to reimburse valid reimbursement claims as outlined on a first come first 
serve basis.  
2. Appropriates $400,000 from the state GF in FY 2024 to the State Treasurer to evaluate, certify 
and pay for any costs associated with the Fund. 
3. Specifies that the appropriations are for use in FYs 2024 and 2025. 
4. Exempts the appropriations from lapsing until July 1, 2025.  FACT SHEET – Amended

5. Allows law enforcement agencies that implement valid software for crime victim notification 
to submit a request to the State Treasurer for a grant, rather than a reimbursement, to pay for 
the software costs. 
6. Requires the automated crime victim notification system to provide crime victims with a 
tracking system for sexual assault forensic examination kits. 
7. Requires the tracking system to: 
a) provide an automated notification on the status and results of the victim's sexual assault 
forensic examination kit; and 
b) enable a victim to receive an automated update through a victim portal without having to 
register or gain access to information and other resources. 
8. Makes a technical change. 
9. Becomes effective on the general effective date. 
Amendments Adopted by Committee 
1. Requires the automated crime victim notification system to provide crime victims with a 
tracking system for sexual assault forensic examination kits. 
2. Requires the tracking system to: 
a) provide an automated notification on the status and results of the victim's sexual assault 
forensic examination kit; and 
b) enable a victim to receive an automated update through a victim portal without having to
