Overview 
Changes the percentage of owners, from 50% to 60%, that are required to sign a completed 
petition and file with the County Recorder to annex adjoining lands. 
History 
Under current law, to annex adjoining lands, a municipality must file a blank petition with the 
appropriate county recorder that contains a description and map of the proposed annexation. 
After this petition is filed, signatures can be obtained after a 30-day waiting period in which then 
a municipal governing body can hold a public hearing within the last 10 days of the 30- day waiting 
period to discuss the proposed annexation. Within a year, a completed petition signed by both of 
the following groups who would be subject to the annexation must be filed with the County 
Recorder:  
1) owners of at least 50% of the value of real and personal property; and 
2) at least 50% of those owning real and personal property (A.R.S. § 9-471). 
Provisions 
1. Specifies the public hearing notice must be mailed to the chairperson of the Board of 
Supervisors by certified mail and states the governing board of the city or town is responsible 
for the cost. (Sec. 1) 
2. Increases the percentage of owners that must sign a completed petition and file with the 
County Recorder, from 50% to 60%. The owners must hold the value and own real and 
personal property that would be subjected to the annexation of adjoining lands. (Sec. 1) 
3. Makes conforming changes. (Sec. 1)
