constables; salaries 
Purpose 
Increases the salary ranges for constables by an amount depending on the number of 
registered voters in the constable's precinct and the documents served or attempted to be served by 
the constable. 
Background 
At a regular meeting preceding a general election, a county board of supervisors (county 
BOS) must fix the salaries of all precinct officers, other than justices of the peace, for those officers 
being elected to four-year terms. When determining constable salaries, for precincts with an 
average of 100 or fewer total documents served per year over the previous four years by a 
constable, a constable is entitled to an annual salary of not more than $16,500. For precincts with 
an average of more than 100 total documents served per year over the previous four years, 
constables salaries are determined as follows: 1) in precincts with 5,000 or fewer registered voters, 
not more than $16,500; 2) in precincts with between 5,000 and 10,000 registered voters, not more 
than $26,000; 3) in precincts with between 10,000 and 12,000 registered voters, not less than 
$29,437 but not more than $40,000; 4) in precincts with between 12,000 and 16,000 registered 
voters, not less than $36,100 but not more than $50,000; and 5) in precincts with 16,000 or more 
registered voters, not less than $48,294 but not more than $67,000 (A.R.S. ยง 11-424.01). 
There is no anticipated fiscal impact to the state General Fund associated with this 
legislation. 
Provisions 
1. Modifies the criteria for determining constable salaries by including documents attempted to 
be served, in addition to documents actually served, as reported on the constable standardized 
daily activity logs. 
2. Increases, from $16,500 to $20,000, the maximum salary for a constable in a precinct with an 
average of 100 or fewer documents served or attempted to be served. 
3. Increases the salary ranges for constables in precincts with an average of more than 100 
documents served or attempted to be served as follows: 
a) from not more than $16,500 to not more than $20,000, in precincts with 5,000 or fewer 
registered voters; 
b) from not more than $26,000, to between $20,000 and $46,000, in precincts with between 
5,000 and 10,000 registered voters; 
c) from between $29,437 and $40,000, to between $49,437 and $60,000, in precincts with 
between 10,000 and 12,000 registered voters;  FACT SHEET

d) from between $36,100 and $50,000, to between $56,100 and $70,000, in precincts with 
between 12,000 and 16,000 registered voters; and 
e) from between $48,294 and $67,000, to between $73,294 and $87,000, in precincts with 
16,000 or more registered voters. 
4. Specifies that a county BOS must fix the salaries of constables, rather than all precinct officers 
other than justices of the peace. 
5. Defines standardized daily activity log as a log of a constable's work-related activities, 
including: 
a) a listing of all processes served; 
b) the number of processes attempted to be served by case number; 
c) the names of the plaintiffs and defendants;  
d) the names and addresses of the persons to be served except as otherwise precluded by law; 
e) the date of process; and 
f) the daily mileage. 
6. Makes technical and conforming changes. 
7. Becomes effective on the general effective date.
