SUBJECT: Strike everything amendment to S.B. 1377, relating to civil air patrol 
 
Purpose 
 Appropriates $10,000,000 from the state General Fund (state GF) in FY 2024 to the 
Department of Public Safety (DPS) for Civil Air Patrol (CAP) infrastructure. 
Background 
CAP is a federally chartered non-profit corporation that is also the Air Force auxiliary. 
CAP executes a number of different operations, including: 1) search and rescue; 2) disaster 
response; 3) support of counterdrug operations; 4) youth development; 5) promotion of aerospace 
education; and 6) combat and flight readiness programs (CAP). 
The Arizona Wing CAP (AZWG) consists of over 1,100 youth and adult members, 17 
aircraft and 23 multi-purpose vehicles to support federal, state and county governments, 
emergency responders and law enforcement agencies in various emergency service, aerospace 
education and cadet training missions (AZWG).  
DPS receives an ongoing appropriation of $150,000 for CAP from the state GF. In FY 
2023, DPS was appropriated $5,000,000 for CAP in onetime funding for infrastructure projects.  
The strike-everything amendment to S.B. 1377 appropriates $10,000,000 from the state GF 
in FY 2024 to DPS. 
Provisions 
1. Appropriates $10,000,000 from the state GF in FY 2024 to DPS for CAP infrastructure.  
2. Requires DPS, until all of the appropriated monies have been distributed, to submit an annual 
report by December 1 to the Joint Legislative Budget Committee on the monies distributed and 
the intended purposes of the distributions.  
3. Exempts the appropriation from lapsing. 
4. Becomes effective on the general effective date
