SB 1377: civil air patrol; appropriation

Overview 
Appropriates $10,000,000 from the state General Fund (GF) to the Department of Public Safety 
(DPS) for Civil Air Patrol (CAP) infrastructure.  
History 
CAP is a national service organization that carries out emergency search and rescue missions 
when needed, while promoting aviation and related fields through aerospace education.  
Arizona Wing is one of 52 wings in CAP, with 20 squadrons across the state, has more than 1,100 
youth and adult members, 16 light aircraft, 1 glider, and 23 multi-purpose vehicles. These assets 
are available when CAP is tasked to support missions that may also involve: 1) federal, state and 
county governments; 2) emergency responders; and 3) law enforcement agencies to perform 
search and rescue, homeland security, disaster relief, humanitarian assistance and counter-drug 
missions (CAP).  
In FY 2023, DPS was given a one-time increase of $5,000,000 from the GF for new CAP 
infrastructure. Additionally, the budget includes $150,000 to fund CAP maintenance and 
operations of aircraft used to aid in search and rescue missions (JLBC FY 2023 Appropriations 
Report, DPS).   
Provisions 
1. Appropriates $10,000,000 from the GF to DPS in FY 2024 for CAP infrastructure. (Sec. 1)  
2. Instructs DPS to submit an annual report to the Joint Legislative Budget Committee on the 
distribution of monies and their intended purposes until all monies are distributed. (Sec. 1)  
3. Exempts the appropriation from lapsing. (Sec. 1)
