Contains provisions relating to the management of state buildings needed to implement the FY 
2024 budget. 
History 
The Capital Outlay Stabilization Fund (COSF) is a non-lapsing, appropriated fund that consists of 
rental rates charged by the Arizona Department of Administration for the costs of services 
provided to agencies that occupy state-owned buildings (A.R.S. § 41-792.01). 
COSF rental rates of $17.87 per square foot for office space and $6.43 per square foot for storage  
space was first set in the FY 2020 budget (Laws 2019, Ch. 267). 
Provisions 
1. As session law, maintains the COSF rental rates for state buildings in FY 2024 at: 
a) $17.87 per square foot for office space; and 
b) $6.43 per square foot for storage space. (Sec. 1)
