SB 1594: sorority and fraternity special plates

Overview 
Establishes the Fraternity and Sorority Special Plate and Fund. Outlines background and font 
requirements for all license plates.  
History 
The Arizona Department of Transportation (ADOT) is required to provide every vehicle owner one 
license plate for every vehicle registered upon application and payment of fees (A.R.S. § 28-
2351). Special plates may be issued by ADOT in the place of regular plates, upon application 
(A.R.S. § 28-2403). An initial and annual renewal fee of $25 is required for the special plate in 
addition to the vehicle registration fees. Of the $25 special plate fee, $8 is an administrative fee 
and $17 is an annual donation to a specified organization (A.R.S. § 28-2402). Special plates are 
established through statutory authority and require a standard $32,000 implementation fee from 
a person. 
 
Provisions 
1. Outlines background color and font requirements for all license plates designed or redesigned 
on or after September 24
th
, 2022. (Sec. 1) 
2. Establishes the Sorority and Fraternity Special Plate and Fund if a person pays the $32,000 
implementation fee to ADOT by December 31
st
, 2023. (Sec. 3)  
3. Requires the person who provides the $32,000 implementation fee to design the Sorority and 
Fraternity Special Plate. (Sec. 3)  
4. Directs ADOT, on the effective date, to design a different sorority and fraternity logo to be 
placed on each plate for each individual fraternity and sorority in existence. (Sec. 3)  
5. Allows ADOT to combine requests for the Sorority and Fraternity Special Plate with requests 
for personalized special plates and subjects the request to additional fees. (Sec. 3)  
6. Stipulates that of the $25 fee for the original plate and renewal, $8 is a special plate 
administration fee and $17 is an annual donation. (Sec. 3)  
7. Requires ADOT to deposit all special plate administration fees into the state Highway Fund 
and all donations collected into the Sorority and Fraternity Special Plate Fund. (Sec. 3)  
8. Directs ADOT to allocate monies from the Sorority and Fraternity Special Plate Fund to an 
organization that paid the implementation fee and was founded in 2018 that has the mission 
to: 
a) Foster cooperative actions of its members in dealing with matters of mutual concern;

b) Promote the well-being of its affiliate sororities and fraternities;  
c) Facilitates the establishment and development of local councils; 
d) Provides leadership training for its constituents; and 
e) Educates citizens and communities in this state in the interest of the general public through 
community education, literature and broadcast information with respect to government 
issues about methodologies and strategies to improve, maintain and promote the needs 
and knowledge of residents in this state, with respect to economic development, public 
safety and access to educational opportunities so that the residents of this state can serve 
for the protection, conservation and preservation of their human and natural environment 
in and around this state. (Sec. 3)  
9. States that upon notice from the director of ADOT, the state treasurer is to invest and divest 
monies in the Sorority and Fraternity Special Plate Fund, all monies earned from the 
investment must be credited to the Fund. (Sec. 3)  
10. Makes conforming changes. (Sec. 1-6)
