Overview 
Establishes the Board of Beauty and Wellness (Board). 
History 
Laws 2021, Chapter 334 consolidated the Boards of Cosmetology and Barbering into one 
board.   
Current law outlines the powers and duties of the Barbering and Cosmetology Board.  Some 
of the powers include adopting rules necessary to complete duties, maintain a record of their 
acts and proceedings and keep these records open to public inspection and provide minimum 
school curriculum requirements (A.R.S. §§ 32-304, 32-504). 
Provisions 
1. Consolidates the Barbering and Cosmetology Board with the Board of Massage Therapy 
into the Board.  
2. Modifies the membership of the Board to include: 
a) three school owners one of whom owns a school that teaches massage therapy; 
b) adds massage therapy to the public members who may not be involved with specified 
industries; 
c) two of the public members must be health professionals; and 
d) one massage therapist who has actively practiced in Arizona for at least three years.

3. Repeals statute relating to the Board of Massage Therapy membership, executive director 
and fund. (Sec. 8) 
4. Transfers all unexpended and unencumbered monies remaining in the Board of Massage 
Therapy Fund to the Beauty and Wellness Fund. (Sec. 8) 
5. Increases the classroom and clinical hours or supervised instruction for a massage 
therapist to 700 hours, rather than 500 hours. (Sec. 9) 
6. Delays the termination of the Board until July 1, 2028. (Sec. 14-16) 
7. Provides that the Board succeeds to the powers, duties, authority and responsibilities of 
the Board of Massage Therapy. (Sec. 17) 
8. Clarifies that this does not alter the effect of current actions taken or valid obligations of

9. Specifies that all current administrative matters, contracts and judicial actions, 
regardless of status, of the Board of Massage Therapy are transferred to the Board and 
maintain the same status. (Sec. 17) 
10. Maintains the validity of all certificates, licenses, registrations and permits issued by the 
Board of Massage Therapy. (Sec. 17) 
11. Transfers all equipment, records, furnishings and other property from the Board of 
Massage Therapy to the Board. (Sec. 17) 
12. Allows the Board to waive annual renewal fees for a licensee in good standing during the 
period of consolidation. (Sec. 17) 
13. Specifies the initial terms of members of the Board as follows: 
a) two terms ending June 30, 2027; 
b) two terms ending June 30, 2028; 
c) three terms ending June 30, 2029; and 
d) four terms ending June 30, 2030. (Sec. 18) 
14. Authorizes all members of the former Barbering and Cosmetology Board and the former 
Massage Therapy Board to continue to serve on the Board until the expiration of their 
normal terms. (Sec. 19) 
15. Requires the Governor to make all subsequent appointments to the Board as prescribed 
in statute. (Sec. 18, 19) 
16. Establishes the Barbering, Cosmetology and Massage Therapy Consolidation Study 
Committee (Committee) and outlines membership. (Sec. 20) 
17. States that the Committee: 
a) must identify necessary statutory changes, information technology and staffing needs 
and best practices relating to the consolidation of the Barbering and Cosmetology 
Board and the Board of Massage Therapy; 
b) is authorized to work with and consult with agencies, experts, legislators and 
legislative staff to implement the requirements; and 
c) must submit a report by December 15, 2024 regarding the Committee's activities and 
recommendations for administrative or legislative action to the Governor, President 
of the Senate and Speaker of the House of Representatives and provide a copy to the 
Secretary of State. (Sec. 20) 
18. Repeals the Committee on October 1, 2025. (Sec. 20) 
19. Contains a delayed effective date of July 1, 2025. (Sec. 21) 
20. Makes technical and conforming changes. (Sec. 1-7, 10-13)
