HB 2412 Initials LM Page 1 Caucus & COW ARIZONA HOUSE OF REPRESENTATIVES Fifty-sixth Legislature Second Regular Session House: TI DP 9-1-0-0 HB2412: appropriations; highway and road projects Sponsor: Representative Cook, LD 7 Caucus & Cow Overview Appropriates approximately $400,000,000 from the state General Fund (GF) in Fiscal Year (FY) 2025 to the Arizona Department of Transportation (ADOT) for distribution to various entities for specified transportation infrastructure projects. History Laws 1973, Chapter 146 established ADOT to provide for an integrated and balanced state transportation system with a director responsible for the department's administration (A.R.S. § 28-331). ADOT has exclusive control and jurisdiction over state highways, state routes, state-owned airports and all state-owned transportation systems or modes are vested in ADOT. The duties of ADOT are as follows: 1) register motor vehicles and aircraft, license drivers, collect revenues, enforce motor vehicle and aviation statutes and perform related functions; 2) do multimodal state transportation planning, cooperate and coordinate transportation planning with local governments and establish an annually updated priority program of capital improvements for all transportation modes; 3) design and construct transportation facilities in accordance with a priority plan and maintain and operate state highways, state- owned airports and state public transportation systems; 4) investigate new transportation systems and cooperate with and advise local governments concerning the development and operation of public transit systems; 5) have administrative jurisdiction of transportation safety programs and implement them in accordance with applicable law; and 6) operate a state motor vehicle fleet for all motor vehicles that are owned, leased or rented by this state (A.R.S. § 28-332). Provisions Transportation Infrastructure Projects for Cities and Towns 1. Transportation Infrastructure Projects for Counties 2. Appropriates the following amounts from the GF in FY 2025 to ADOT for distribution to specified counties for transportation infrastructure projects designated as regional priorities by the greater Arizona councils of governments and metropolitan planning organizations: a) $1,796,786 to Gila County for Young Road paving and improvements; b) To Pinal County: i. $1,081,236 for Calle Futura and Neal Street paving and improvements; ii. $2,439,156 for McNab Parkway paving and improvements between Erikson Avenue and Veterans Memorial Boulevard; iii. $16,503,460 for State Route 24 extension construction from Ironwood Road to North-South freeway corridor; c) To Yavapai County: i. $3,527,696 for county street pavement preservation projects; ii. $5,041,635 for Old Route 66 pavement rehabilitation and improvements between Ash Fork and Peach Springs; d) $5,029,210 to Coconino County flood control district for flood mitigation improvements along U.S. Highway 89 in the vicinity of Shultz/Pipeline post-wildfire area; e) To Apache County: i. $461,250 for the rural school bus route enhancement and soil stabilization project; ii. $3,562,350 for Concho-Snowflake Highway pavement rehabilitation between U.S. 180A and mile post 7.5; iii. $2,155,410 for Ganado School Bus Loop reconstruction; f) To Cochise County: i. $9,403,263 for Moson Road improvements between State Route 90 and Hereford Road; HB 2412 Initials LM Page 4 Caucus & COW ii. $3,109,540 for Davis Road culvert construction and improvements at mile posts 5 and 13; iii. $7,093,453 for Davis Road improvements between Central Highway and U.S. Route 191; g) $1,099,979 to Santa Cruz County for roundabout construction and improvements at and in the vicinity of the W. Frontage Road and Camino Ramanote intersection; h) $13,171,016 to La Paz County for Vicksburg Road pavement rehabilitation and improvements between Interstate 10 and State Route 72; i) $823,188 to Mohave County for Bank Street paving and improvements between Grace Neal Parkway and Calle Castrano; j) $6,950,000 to Yuma County for U.S. Route 95 pavement rehabilitation between County 22nd Street and County 11th Street; and k) $3,655,058 to Graham County for Reay Lane improvements between First Avenue and Safford Bryce Road. Transportation Infrastructure Projects for Tribal Lands 3. Appropriates the following amounts from the GF in FY 2025 to ADOT for distribution to specified tribes for transportation infrastructure projects designated as regional priorities by the greater Arizona councils of governments and metropolitan planning organizations: a) $2,445,493 to Gila River Indian Community for State Route 187 turn lane construction and improvements at intersection with Maricopa-Casa Grande Highway; b) To Hopi Tribe: i. $2,329,385 for Hotevilla-Bacavi Road reconstruction and improvements; ii. $10,744,960 for Kachina Point Road reconstruction and improvements between State Route 99 and State Route 264; c) $1,469,850 to Navajo Nation, Cornfields chapter for N-9205 low water crossing project at Pueblo Colorado wash; and d) $2,953,020 to San Carlos Apache Tribe for Peridot Siding Ro ad pavement rehabilitation and improvements. Miscellaneous Transportation Infrastructure Projects 4. Appropriates the following amounts from the GF in FY 2025 to ADOT for distribution to the following transportation infrastructure projects designated as regional priorities by the greater Arizona councils of governments and metropolitan planning organizations: a) $13,005,000 for State Route 89 widening and improvements between Road 5 N and Road 3 N; b) $5,400,000 for on-ramp construction and improvements at the State Route 89A, State Route 89 and Pioneer Parkway interchange; c) $30,079,802 for State Route 347 widening and improvements between Interstate 10 and Maricopa; d) $2,044,750 to Mountain Line Transit for bus maintenance facility construction; e) $2,000,000 to Northern Arizona Council of Governments for northeastern Arizona rural school bus routes study; f) $9,899,921 for Interstate 40 and Rancho Santa Fe Parkway traffic interchange improvements; and g) $40,000,000 for U.S. Route 95 widening and improvements between the Wellton- Mohawk Canal and Aberdeen Road.
