FACT SHEET FOR H.B. 2414 
 
commercial vehicles; fleet plates; fees 
Purpose 
Establishes a commercial vehicle fleet license plate, the Commercial Truck Safety, 
Education and Workforce Fund (Fund) and related fees, as prescribed. Allows the Director of the 
Governor's Office of Highway Safety (GOHS) to enter agreements and use Fund monies for 
trucking education and public safety improvements. 
Background 
As designated by the Governor, the GOHS is responsible for and may administer state 
highway safety programs in accordance with the Federal Highway Safety Act of 1966, or any other 
subsequent federal highway safety act, and federal regulations adopted to implement the federal 
acts and as further provided by law (A.R.S. § 28-602). 
A commercial motor vehicle is a motor vehicle or combination of motor vehicles that is 
designed, used or maintained to transport passengers or property in the furtherance of a commercial 
enterprise on a highway in the state, is not exempt from prescribed gross weight fees and includes: 
1) a single vehicle, or combination of vehicles, that has a minimum gross vehicle weight rating of 
10,000 pounds and is used for the purposes of intrastate commerce; 2) a bus or school bus; 3) a 
vehicle that transports passengers for hire and that has a design capacity for eight or more persons; 
or 4) a vehicle that is used in the transportation of materials found to be hazardous for the purposes 
of the Hazardous Materials Transportation Authorization Act of 1994 (A.R.S. § 28-5201). A fleet 
is two or more vehicles owned by a person and registered in the state (A.R.S. § 28-2201). 
There is no anticipated fiscal impact to the state General Fund associated with this 
legislation. 
Provisions 
Commercial Fleet Plates 
1. Allows the Arizona Department of Transportation (ADOT) to issue a commercial vehicle fleet 
license plate in a manner determined by ADOT. 
2. Allows a fleet with more than 100 commercial vehicles to apply for a commercial vehicle fleet 
license plate with the fleet's approved logo in a standard location on the license plate, as 
designed by ADOT. 
3. Allows a fleet with more than 25 commercial vehicles to apply for a commercial vehicle fleet 
license plate with the fleet's approved name placed on the bottom of the license plate, as 
designed by ADOT.   FACT SHEET

4. Authorizes ADOT to charge the fleet a fee in an amount to be determined by the Director of 
ADOT (Director) for the initial design and administration of the plate in addition to the 
registration fee.  
5. Establishes the Fund which is administered by the Director of GOHS and consists of monies 
from gifts, grants, other donations and fees for certain commercial vehicles. 
6. Requires the Director of GOHS to use Fund monies to improve trucking education and public 
safety, including assisting in workforce development for the trucking industry. 
7. Allows the Director of GOHS to enter into an agreement with an entity to assist in improving 
trucking education and public safety, including workforce development for the trucking 
industry. 
8. Requires the entity to be a qualified 501(c)(3) organization established in Arizona in 2009. 
9. Requires the Director to deposit fees into the Fund. 
10. Caps, at 10 percent, the amount of Fund monies that may be used to administer the Fund.  
11. Requires, on notice from the Director of GOHS, the State Treasurer to invest and divest Fund 
monies and credit monies earned to the Fund.  
12. Subjects Fund monies to legislative appropriation which are exempt from lapsing.  
Miscellaneous 
13. Establishes the following fees for a motor vehicle with a gross vehicle weight rating of 10,000 
pounds or more: 
a) a onetime fee, in an amount to be determined by the Director, to be collected at initial 
registration for a trailer or semitrailer that is not a travel trailer; and  
b) an annual registration fee, in an amount to be determined by the Director, for a commercial 
vehicle that has an interstate commercial fleet or alternative proportional registration. 
14. Makes technical and conforming changes.  
15. Becomes effective on the general effective date.
