Assigned to GOV FOR COMMITTEE ARIZONA STATE SENATE Fifty-Sixth Legislature, Second Regular Session FACT SHEET FOR H.B. 2427 active management areas; technical correction (NOW: land conveyance; historical society; Yuma) Purpose Transfers, from the Arizona Historical Society (Historical Society) to the City of Yuma, ownership of the Sanguinetti House Museum and Gardens, the Jack Mellon House and the Molina Block. Background The Historical Society was established in 1973 for the purposes of procuring, exchanging and purchasing: 1) historical books, maps, papers and materials relating to Arizona; 2) narratives of historical events; 3) data relating to Indian tribes; and 4) historical and scientific reports of the western states, and materials and facilities for investigation of historical, scientific, social, educational and literary subjects. Statute allows the Historical Society to purchase, receive, hold, lease and sell property, real and personal, for the benefit of the state and use of the Historical Society. The Historical Society’s Board of Directors, appointed by the Governor and confirmed by the Senate, consists of the following: 1) one member from each county; 2) one member who is recommended by each of the statutorily designated historical organizations; and 3) five members of the public. Statute specifies that the Historical Society must have a President, a Treasurer and other officers who are elected by the members of the Historical Society. The Historical Society has control of the Permanent Arizona Historical Society Revolving Fund (Fund), consisting of: 1) all monies received by the Historical Society from operating gift shops, book shops and food service facilities and from charges for the use of or admission into any of the Historical Society's facilities; and 2) gifts, grants, donations and contributions to the Fund. The Historical Society must spend monies in the Fund to enhance the programs of the Historical Society or operate or improve its facilities and to issue historical markers for designated dude ranches (Laws 1973, Ch. 157; A.R.S. §§ 41-821; 41-823; and 41-826). There is no anticipated fiscal impact to the state General Fund associated with this legislation. Provisions 1. Requires the Historical Society to convey to the City of Yuma ownership of the following land and buildings: a) the Sanguinetti House Museum and Gardens and Jack Mellon House located at 240 South Madison Avenue, Yuma, Arizona; and b) the Molina Block located at 272 Madison Avenue, Yuma, Arizona. 2. Requires the President of the Historical Society to deliver a properly signed and recorded deed or patent to the City of Yuma within 15 days after the general effective date. FACT SHEET H.B. 2427 Page 2 3. Requires the transferred land and buildings to be used by the City of Yuma for public purposes perpetually. 4. Prohibits the transferred land and buildings from being sold, exchanged or bartered. 5. Becomes effective on the general effective date.
