Assigned to TTMC FOR COMMITTEE ARIZONA STATE SENATE Fifty-Sixth Legislature, Second Regular Session FACT SHEET FOR H.B. 2567 ovarian cancer plates; deadline extension Purpose Extends, until December 31, 2025, the implementation fee deadline for an ovarian cancer awareness special plate. Background The Arizona Department of Transportation (ADOT) Motor Vehicle Division provides one license plate to every motor vehicle owner for each vehicle registered. ADOT must issue or renew special plates in lieu of the regular license plates under specified conditions and procedures (A.R.S. §§ 28-2351 and 28-2403). ADOT must issue an ovarian cancer awareness special plate if a person pays the $32,000 implementation fee by December 31, 2022. The fee for obtaining or renewing an ovarian cancer awareness special plate is $25. Of the $25 fee, $8 is an administration fee that ADOT deposits in the State Highway Fund and $17 is a donation that ADOT deposits in the Ovarian Cancer Awareness Special Plate Fund which are annually allocated to an entity that is a 501(c)(3) organization that must: 1) be a women's health organization; 2) have a mission to save lives by fighting to prevent and cure ovarian cancer and improve survivors' quality of life; 3) raise awareness about ovarian cancer signs, symptoms and risk factors and educate the public about the power of early detection; 4) provide resources, services and support so that women with ovarian cancer can live extraordinary lives; 5) fund the most impactful research initiatives that push forward the study of ovarian cancer detection and treatment; and 6) create nationwide movements to activate communities across the United States to become involved in the battle against ovarian cancer (A.R.S. §§ 28-2402 and 28-2470.15). There is no anticipated fiscal impact to the state General Fund associated with this legislation. Provisions 1. Requires ADOT to issue an ovarian cancer awareness special plate if a person pays the implementation fee by December 31, 2025, rather than December 31, 2022. 2. Becomes effective on the general effective date, retroactive to December 31, 2022.
