Overview 
An emergency measure that allows the Secretary of State to issue election officer certificates 
in any year, with exceptions, and establishes specified procedures for the appointment of 
signature verification evaluators.  
History 
A person may participate in elections as an election officer if they obtain an election officer 
certificate before January 1 of each general election year. The Secretary of State provides for 
the election officer certification program. Individuals who meet the requirements of 
attendance, participation and completion of the program will be issued an election officer 
certificate. Statute exempts certain individuals from holding an election officer certificate 
including: 1) elected officials; 2) specified clerical personnel; and 3) municipal election staff 
(A.R.S. § 16-407). 
Provisions 
1. Allows the Secretary of State to issue election officer certificates in any year, except that 
the Secretary of State may not issue an election officer certificate after June 1 in a general 
election year. (Sec. 1) 
2. Allows, not less than 90 days before the election, the county chairpersons of the two 
largest political parties to designate qualified electors from the county to serve as 
signature verification evaluators. (Sec. 3) 
3. Specifies, if the designated persons are qualified electors of the county, the officer in 
charge of elections must appoint the designated persons as signature verification 
evaluators. (Sec. 3) 
4. Authorizes the officer in charge of elections to establish training requirements for 
signature verification evaluators designated by political parties. (Sec. 3) 
5. Allows the officer in charge of elections to require the political party designees to work a 
specific number of hours and days. (Sec. 3) 
6. Requires the officer in charge of elections to provide for reasonable accommodation to 
maximize opportunities for participation for persons with disabilities, caregiving 
commitments and work commitments. (Sec. 3) 
7. Specifies the officer in charge of elections is not required to compensate the political party 
designees outlined above. (Sec. 3) 
8. Prohibits more than half of the total number of persons designated to serve as signature 
verification evaluators from being designated by a single political party. (Sec. 3)    	HB 2580
