Overview 
Permits active-duty service members with assigned orders to Arizona and their family 
members who have military dependent identification to serve on an election board or act as 
a challenger during elections.  
History 
Election boards are appointed by the county Board of Supervisors, on order of an election or 
no less than 20 days prior to a general or primary election. An election board is comprised of 
an inspector, marshal, judges and clerks. The inspector, marshal, judges and clerks must be 
qualified voters of the precinct, if an adequate number is unavailable, they must be qualified 
voters of the state. The Board of Supervisors, no more than 45 days prior to an election, must 
conduct instructional classes with a written test for certification of election board members. 
The Board of Supervisors may approve alternative and additional instruction and training 
for election board members (A.R.S. §§ 16-531, 16-532). 
Any qualified elector of the county can verbally challenge a person's eligibility to vote on 
certain grounds such as the person's identity does not match the precinct register, the person 
has not been an Arizona resident for at least 29 days before the election or the person has 
already voted at that election. Political parties appearing on the ballot of the election may 
appoint a number of mutually agreed upon representatives or agents, that are residents and 
registered to vote in the state, to act as challengers (A.R.S. §§ 16-590, 16-591). 
Provisions 
1. Authorizes a county Board of Supervisors to appoint active-duty military members, with 
assigned orders to Arizona and their family members with military dependent 
identification to an election board regardless of voter registration status. (Sec. 1) 
2. Allows the county chairman of a political party to appoint active-duty military members 
with assigned orders to Arizona and their family members with military dependent 
identification as challengers or party representatives regardless of voter registration 
status. (Sec. 2) 
3. Makes technical and conforming changes. (Sec. 1 and 2)
