voter registrations; organizations; prohibition 
Purpose 
Prohibits, until January 1, 2026, the State of Arizona and any city, town, county or political 
subdivision from participating as a member of a voter registration list maintenance organization 
that requires the State of Arizona to provide information derived from voter registration records. 
Outlines requirements relating to the enrollment of the State of Arizona in a voter registration list 
maintenance organization.  
Background 
The Electronic Registration Information Center (ERIC) was founded in 2012 and is funded 
and governed by the states that choose to be a member of ERIC. ERIC uses voter registration and 
motor vehicle department data submitted by member states, official death data from the Social 
Security Administration and official change of address data from the U.S. Postal Service to provide 
member states with reports in the following categories: 1) cross-state movers reports that identify 
voters who appear to have moved from one member state to another; 2) in-state movers reports 
that identify voters who appear to have changed address within the same member state; 3) duplicate 
reports that identify voters with duplicate registrations in the same state; and 4) deceased reports 
that identify voters who are deceased. Member states must request one of the outlined report types 
at least once per year and act on the reports in a manner consistent with applicable state and federal 
law. The SOS is responsible for acquiring, sorting and distributing registrant information received 
from ERIC to the county recorders and for providing guidance on processing data received from 
ERIC. Currently 25 states are members of ERIC, including Arizona (EPM, Chapter 1 (IX)(B)(2); 
ERIC). 
There is no anticipated fiscal impact to the state General Fund associated with this 
legislation.  
Provisions 
1. Prohibits the State of Arizona and any city, town, county or political subdivision from: 
a) being a member of a voter registration list maintenance organization that requires Arizona 
to provide the organization with voter registration information that is derived from voter 
registration records, through December 31, 2025; and  
b) joining or entering into an agreement with any organization that imposes a duty on the state 
or entity that is not specifically required under Arizona law, including mailing voter 
registration forms to persons who are not registered to vote. 
2. Stipulates that, beginning January 1, 2026, if the SOS intends to join a multijurisdictional voter 
registration list maintenance organization, then the SOS must:  FACT SHEET – Amended

a) provide public notice of the proposed enrollment, including the name of the organization; 
and 
b) submit the planned enrollment to the Joint Legislative Audit Committee (JLAC) for review. 
3. Prohibits a multijurisdictional voter registration list maintenance organization from requiring 
the State of Arizona to conduct any voter registration programs that are not specifically 
authorized by Arizona law.  
4. Becomes effective on the general effective date.  
Amendments Adopted by Committee of the Whole 
1. Terminates the prohibition on the State of Arizona from joining a voter registration list 
maintenance organization on January 1, 2026. 
2. Outlines requirements relating to the enrollment of the State of Arizona in a multijurisdictional 
voter registration list maintenance organization. 
3. Prohibits a multijurisdictional voter registration list maintenance organization from requiring 
voter registration programs that are not specifically authorized by Arizona law.
