teen suicide awareness special plates 
Purpose 
Establishes a teen suicide awareness special plate, bifurcates the Arizona professional 
basketball club special plate into a design for men's basketball and design for women's basketball, 
as prescribed, and extends the implementation deadline for the Gila River Indian Community 
special plate to December 31, 2024.  
Background 
The Arizona Department of Transportation (ADOT) Motor Vehicle Division provides one 
license plate to every motor vehicle owner for each vehicle registered (A.R.S. § 28-2351). ADOT 
must issue or renew special plates in lieu of regular license plates under specified conditions and 
procedures (A.R.S. § 28-2403). The fee for obtaining or renewing a special plate is $25 (A.R.S. 
§ 28-2402). Of the $25 fee, $8 is an administration fee that ADOT deposits in the State Highway 
Fund (SHF) and $17 is a donation. 
ADOT must issue an Arizona professional basketball club special plate if, by December 31, 
2008, an entity affiliated with an Arizona professional basketball club pays the $32,000 
implementation fee. Special plate donations are annually allocated to a private Arizona professional 
basketball organization's foundation that is a 501(c)(3) organization (A.R.S. § 28-2432). 
ADOT must issue a Gila River Indian Community special plate if, by December 31, 2023, 
a person pays the $32,000 implementation fee. Special plate donations are annually allocated to 
the Gila River Indian Community Transportation Committee and may only be used for traffic 
control devices, as prescribed by the Manual on Uniform Traffic Control Devices, on highways on 
the Gila River Indian Reservation in Arizona that are not state highways (A.R.S. § 28-2470.18). 
There is no anticipated fiscal impact to the state General Fund associated with this 
legislation. 
Provisions 
Teen Suicide Awareness Special Plate 
1. Requires ADOT to issue teen suicide awareness special plates if, by December 31, 2024, a 
person pays the $32,000 implementation fee.  
2. Requires the person that pays the $32,000 implementation fee to design the teen suicide

3. Subjects the design and color of the teen suicide awareness special plate to the approval of 
ADOT.  
4. Allows the Director of ADOT (Director) to combine a request for a teen suicide awareness 
special plate with a request for a personalized special plate.  
5. Specifies that a combined request must be submitted in a form prescribed by the Director and 
is subject to the fees for both the teen suicide awareness special plate and personalized special 
plate.  
6. Specifies that, of the $25 fee required to obtain or renew a teen suicide awareness special plate, 
$8 is an administration fee and $17 is an annual donation.  
7. Establishes the Teen Suicide Awareness Special Plate Fund (Fund) which is to be administered 
by the Director.  
8. Requires ADOT to deposit all special plate administration fees in the SHF and transmit the 
teen suicide awareness special plate donations to the Fund.  
9. Requires the first $32,000 in the Fund to be reimbursed to the person that paid the 
implementation fee.  
10. Requires the Director to annually allocate Fund monies to an entity that is a 501(c)(3) 
organization and must: 
a) have been established in Arizona in 1986 and a mission to prevent teen suicide through 
enhancing resiliency in youth and fostering supportive communities; 
b) provide prevention and hotline services to children and families at no cost, including a 
peer-to-peer teen crisis hotline and text line; 
c) facilitate suicide prevention trainings for school staff and provide teen suicide prevention 
education to teenagers, schools and the community at large; 
d) have begun the school identification card initiative in 2015 to put peer counseling 
information on the back of student identification cards; and 
e) host tabling events for teen suicide prevention awareness month. 
11. Caps, at 10 percent, the annual amount of Fund monies that may be used to administer the 
Fund.  
12. Requires, on notice from the Director, the State Treasurer to invest and divest Fund monies 
and credit monies earned to the Fund.  
13. Specifies that Fund monies are continuously appropriated.  
Arizona Professional Basketball Clubs Special Plate 
14. Renames the:  
a) Arizona professional basketball club special plate as the Arizona professional basketball 
clubs special plate; and 
b) Arizona Professional Basketball Club Special Plate Fund as the Arizona Professional 
Basketball Clubs Special Plate Fund.  FACT SHEET

15. Requires ADOT to issue two different designs for the Arizona professional basketball clubs 
special plate as follows: 
a) on or before December 31, 2024, the entity that paid the $32,000 implementation fee for 
the Arizona professional basketball clubs special plate must design an Arizona professional 
men's basketball club special plate, subject to ADOT's approval; and 
b) if by December 31, 2024, a person provides an additional $32,000 to ADOT for the Arizona 
professional basketball clubs special plate, the person must design an Arizona professional 
women's basketball club special plate, subject to ADOT's approval. 
16. Requires the first $32,000 received for the Arizona professional women's basketball club 
special plate design to be reimbursed to the person that paid the implementation fee.  
Miscellaneous 
17. Extends, from December 31, 2023, to December 31, 2024, the date by which a person must 
pay the implementation fee for ADOT to issue Gila River Indian community special plates. 
18. Makes technical and conforming changes. 
19. Becomes effective on the general effective date.
