Overview 
Creates a $135 annual registration fee for motor vehicles that are fueled by alternative fuel 
and that are incapable of operating on any other type of fuel.  
History 
The registration fee for a motor vehicle is $8, except that the fee for motorcycles is $9. Motor 
vehicle registration fees are deposited into the Arizona Highway User Revenue Fund by the 
Director of Arizona Department of Transportation. (A.R.S. §§ 28-2003, 2004).  
A motor vehicle powered by alternative fuel initially registered in this state before January 
1, 2023, was charged a reduced Vehicle License Tax. Alternative fuel vehicles initially 
registered in this state after January 1, 2023, are now subject to the regular Vehicle License 
Tax rate of $2.80 per $100 of assessed value for new vehicles based on 60% of the 
manufacturer’s base retail price for its initial year of registration (A.R.S. §§ 28-5801, 5805).  
Provisions 
1. Establishes an annual $135 registration fee for motor vehicles that are fueled by 
alternative fuel and that are incapable of operating on any other type of fuel. (Sec. 1) 
2. Contains a Proposition 108 clause. (Sec. 2)
