Overview 
Contains provisions relating to amusements needed to implement the FY 2025 budget. 
History 
The Arizona Legislature adopts a budget for each fiscal year (FY) that contains general 
appropriations. Article IV, Section 20, Part 2 of the Constitution of Arizona requires the 
General Appropriations Act (feed bill) to contain only appropriations for the different state 
departments, state institutions, public schools and interest on public debt. Statutory changes 
necessary to reconcile the appropriations made in the feed bill and other changes are drafted 
into separate budget bills. These bills are prepared according to subject area. 
Provisions 
1. Reduces, as session law, the amount of monies that is annually deposited into the Arizona 
Competes fund from the Arizona Lottery Fund, in FY 2025 through FY 2027, from 
$3,500,000 to $1,750,000. (Sec. 2, 3, 6)  
2. Continues for FY 2025, as session law, to set the Arizona Department of Gaming's (ADG) 
regulatory assessment to 0.5% of the amounts wagered on live and simulcast races from 
in-state and out-of-state wagering handled by a commercial racing permittee. (Sec. 4) 
3. Allows, as session law, ADG, for race meetings in the years 2024 and 2025, to allow for 
gate approval of all tested horses within 60 days of the race in which the horse is entered.

4. Instructs ADG to amend the administrative code to allow for gate approval of all tested 
horses within 60 days of the race in which the horse is entered. (Sec. 5) 
5. Changes the time period in which the amount of monies in the Exposition and State Fair 
Board Permanent Revolving Fund cannot exceed $400,000 from between October 1 and 
November 30 to between 15 days before and 15 days after the annual Arizona State Fair.
