monument and memorial repair fund 
Purpose 
Stipulates that all monies in the State Monument and Memorial Repair Fund (Fund) are 
continuously appropriated. 
Background 
Established in 2007, the Fund consists of: 1) donations; 2) monies from fundraising 
activities; 3) monies that are collected by the proponents of a monument or memorial; 4) grants 
received for monuments or memorials; and 5) legislative appropriations. All monies in the Fund 
are subject to legislative appropriation and are to be used to maintain, repair, recondition or 
relocate monuments or memorials and support mechanical equipment in the governmental mall. 
In 2022, administration of the Fund was transferred from the Arizona Department of 
Administration to the Legislative Council. The Legislative Council must separately account for 
monies that are dedicated to a specific monument or memorial. By November 1 of each year, the 
Legislative Council must submit to the Joint Legislative Budget Committee a report that accounts 
for all monies deposited in the Fund. The report must include the sources of the monies received 
for deposit, by category, and the purposes for which the monies were used during the preceding 
fiscal year. Monies in the Fund are only to be used for their statutorily prescribed purposes and 
must not be spent or appropriated for any other purpose (A.R.S. ยง 41-1365; Laws 2007, Ch. 250; 
and Laws 2022, Ch. 357) 
There is no anticipated fiscal impact to the state General Fund associated with this 
legislation. 
Provisions 
1. Stipulates that all monies in the Fund are continuously appropriated, rather than subject to 
legislative appropriation. 
2. Makes technical changes. 
3. Becomes effective on the general effective date.
