Filed 02/08/2024

                    Assigned to ELEC FOR COMMITTEE

ARIZONA STATE SENATE
Fifty-Sixth Legislature, Second Regular Session

FACT SHEET FOR S.B. 1116

voter registrations; payment prohibited
Purpose
Prohibits a person from paying or receiving anything of value based on the number of voter
registration forms collected, completed or submitted.
Background
Federal, state, county and local government agencies, political parties and private
organizations that conduct voter registration activities are provided, at no cost: 1) state voter
registration forms by the county recorder; and 2) federal voter registration forms by the Secretary
of State (SOS). The SOS and county recorders may place reasonable restrictions on the number of
forms to be provided to individuals or organizations depending on the type of voter registration
activity conducted and reasonable estimates of the number of voters that the individual or group
will seek to register (A.R.S. § 16-151; EPM Ch. 1 (I)(A)).
To be eligible to register to vote in Arizona a registrant must be a citizen of the United
States (A.R.S. § 16-101). A person is presumed to be properly registered to vote on completion of
a registration form that contains certain identifying information and an appropriate indicator that
the person answered "yes" to the citizenship question. Any application that does not include the
information required to be on the registration form or is not signed is incomplete (A.R.S.
§ 16-121.01).
There is no anticipated fiscal impact to the state General Fund associated with this
legislation.
Provisions
1. Prohibits a person from paying or receiving money or any other thing of value based on the
number of voter registrations or voter registration forms collected, completed or submitted.
2. Becomes effective on the general effective date.
