Fiscal Note BILL # SB 1163 TITLE: homeopathic medicine; integrated medicine; qualifications SPONSOR: Shamp STATUS: As Amended by Senate HHS PREPARED BY: Destin Moss Description This bill would direct the executive director of the Acupuncture Board of Examiners (the Acupuncture Board) to serve as the executive director of the Board of Homeopathic and Integrated Medicine Examiners (the Homeopathic Medicine Board) and create new pathways by which individuals could qualify for a homeopathic practitioner's license. Estimated Impact We estimate that the bill would potentially increase non-General Fund revenue and expenditures. To the extent that the bill increases licensing applications, the Homeopathic Medicine Board expects additional licensing fee revenues will fund the associated increase in operating costs. To the extent that the board collects additional licensing fees, current law requires 10% of those revenues to be deposited in the General Fund. We cannot determine the magnitude of this impact in advance. Analysis The Homeopathic Medicine and Acupuncture Boards currently share an executive director and administrative staff. The bill would codify this arrangement, which has been in place since 2018. The boards stated that any savings associated with this provision of the bill have already been realized. To the extent that the bill incentivizes additional practitioners to become licensed in Arizona, the Homeopathic Medicine Board would collect licensing fees for processing applications, of which 10% would be deposited into the General Fund. The board expects the increased revenues would be sufficient to fund the administrative costs of processing additional applications. We cannot determine how many newly eligible individuals will choose to apply for a license and cannot quantify the magnitude of this revenue increase. Local Government Impact None 2/14/24
