Assigned to ELEC FOR COMMITTEE ARIZONA STATE SENATE Fifty-Sixth Legislature, Second Regular Session FACT SHEET FOR S.B. 1223 early ballot list; daily returns Purpose Requires the Secretary of State (SOS), rather than the county recorder in certain counties, to provide a daily list of persons who have returned their early ballots. Background The county recorder must prepare official precinct registers from voter registration forms which includes a person's: 1) full name and title; 2) party preference; 3) date of registration; 4) residential and mailing address; 5) birth year; 6) voting history; 7) early ballot requests and returns; and 8) telephone number and occupation, if provided. The precinct lists in their entirety must be delivered to the county chairman and each state chairman within 10 business days of the close of counting voter registrations. During the 33-day period immediately preceding an election, and on request from a county chairman or state chairman, the county recorder must provide, at no cost, a daily list of persons who have requested an early ballot and a weekly list of persons who have returned their early ballots. The county recorder must provide the daily and weekly information through the Friday preceding the election. For a county with more than 800,000 persons, the county recorder must, at no cost, provide a daily list of persons who have returned their early ballots upon request from the county chairman and state chairman. The daily list must be provided Mondays through Fridays, beginning with the first Monday after the state of early voting through the Monday before the election (A.R.S. ยง 16-168). There is no anticipated fiscal impact to the state General Fund associated with this legislation. Provisions 1. Requires the SOS, rather than the county recorder in a county with more than 800,000 persons, to provide a daily list of persons who have returned their early ballots. 2. Removes the requirement that the county recorder provide a weekly list of persons who have returned their early ballots at no cost. 3. Makes technical and conforming changes. 4.
