Arizona Senate Bill SB1299 Comm Sub / Analysis

Filed 04/26/2024

                    Assigned to TTMC FOR COMMITTEE

ARIZONA STATE SENATE
Fifty-Sixth Legislature, Second Regular Session

FACT SHEET FOR S.B. 1299

traffic control; right on red
Purpose
Adds evaluation and documentation requirements for any prohibition on taking a right turn
on a red signal.
Background
Vehicles facing a steady red signal must stop before entering the intersection and must
remain standing until an indication to proceed is shown. A driver of a vehicle that is stopped at a
red light and as close as practicable at the entrance to the crosswalk on the near side of the
intersection, or at the entrance to the intersection if there is no crosswalk, may make a right turn
but must yield the right-of-way to pedestrians and other traffic proceeding as directed by the signal.
A right turn may be prohibited against a red light at any intersection if a sign prohibiting the turn
is erected at the intersection (A.R.S. ยง 28-645).
There is no anticipated fiscal impact to the state General Fund associated with this
legislation.
Provisions
1. Prohibits a right turn being made against a red signal at an intersection if:
a) a registered engineer evaluates the intersection and determines that allowing a right turn
on a red signal is unsafe, either at all times or on specific days and times; and
b) the registered engineer's determination is documented.
2. Makes conforming changes.
3. Becomes effective on the general effective date.
