SB 1357: early ballots; affidavits; privacy

Overview 
Specifies the early ballot envelope and the early ballot affidavit must be printed separately 
to allow the early ballot affidavit to be concealable.   
History 
The front of the early ballot envelope must include the name, official title and post office 
address of the County Recorder or officer in charge of elections. A printed affidavit appears 
on the other side of the envelope which certifies, under penalty of perjury, the person voted 
the enclosed ballot, is a registered voter and hasn't already voted in the election (A.R.S. § 16-
547). 
Upon receipt of the voter's early ballot, the County Recorder or officer in charge of elections 
must compare the signature on the ballot affidavit to the signature in the voter's registration 
record. If the signature isn't present or doesn't match the voter's signature in their 
registration record, the signature must be cured before the voter's ballot can be counted 
(A.R.S. § 16-550). 
Provisions 
1. Requires the early ballot affidavit to be printed separately from the early ballot envelope, 
allowing the ballot affidavit to be concealed when delivered or mailed to the County 
Recorder or officer in charge of elections. (Sec. 1)
