Description 
 
The bill would require the state and political subdivisions in Arizona to determine the locations in which frequent 
aggressive solicitation occurs and post a sign in those locations that provides notice of the penalty for aggressive 
solicitation. 
 
Estimated Impact 
 
We estimate that the bill could potentially impact both revenue collections and spending of the state and its political 
subdivisions.   
 
In terms of revenues, the bill could affect the level of penalties collected for aggressive solicitation, but we can not 
determine that impact in advance. 
 
The bill would increase state and political subdivision expenses for the cost of determining the sites of frequent aggressive 
solicitation and posting the signs.  We cannot determine the magnitude in advance.  
 
We have requested input from a sample of state agencies, including the Arizona Department of Administration, the 
Arizona Department of Transportation, and the Universities.  We have not yet received a response.  
 
Analysis 
 
Under current law, aggressive solicitation is classified as a petty offense which is a type of misdemeanor that carries a fine 
of up to $300. The impact would depend on the occurrence of aggressive solicitation and the implementation of 
assessments needed to determine the location of sign. 
 
Local Government Impact 
 
We have asked the Arizona Association of Counties (AAC) and the Arizona League of Cities and Towns for their analysis of 
the fiscal impact.  The League noted that the bill would require a comprehensive process of identifying locations, sign 
design, ordering and installation.  Their preliminary estimate is that the cost would range from $100 to $500 per unit.  
AAC has not yet responded.  
 
The impact will depend on how municipalities implement provisions for determining locations where frequent aggressive 
solicitation occurs and the magnitude of those assessments.
