failure to pay; suspension; restriction 
(NOW: juror information; master jury list) 
As passed by the Senate, S.B. 1673 required a court to determine if a person's failure to 
pay a civil traffic penalty is willful before suspending or restricting the person's driving privileges. 
The House of Representatives adopted a strike-everything amendment that does the 
following:  
Purpose 
Requires the master jury list to include dates of birth, and, if available, telephone numbers 
and email addresses of eligible jurors.   
Background 
Every juror of either a  grand jury or trial jury must be at least 18 years old and meet the 
following qualifications: 1) be a citizen of the United States; 2) be a resident of the jurisdiction in 
which the juror is summoned to serve; 3) never have been convicted of a felony, unless the juror's 
civil rights have been restored; and 4) is not currently adjudicated mentally incompetent or insane 
(A.R.S. § 21-201). 
Jury commissioner means the clerk of the superior court, except that in any county having 
a population of more than 500,000 persons, the presiding judge of the superior court may appoint 
a jury commissioner. A master jury list is a record of the names and addresses of eligible persons 
who reside in the county and includes persons on the voter registration list of the county and other 
persons who are eligible for jury service and who have a valid driver license (A.R.S. § 21-101).  
It is the responsibility of the jury commissioner to produce a master jury list.  The master 
jury list must be comprised of the names and addresses of eligible persons who reside in the county 
and may include persons on the voter registration list of the county, other persons eligible for jury 
service who have a valid driver license and persons from other lists as determined by the Arizona 
Supreme Court.  The master jury list may be prepared to avoid duplication of the names of eligible 
juror candidates (A.R.S. § 21-301). 
There is no anticipated fiscal impact to the state General Fund associated with this 
legislation. 
Provisions 
1. Requires the master jury list produced by the jury commissioner to include the dates of birth 
and, if available, telephone numbers and email addresses of eligible jurors.   FACT SHEET – Amended

2. Requires the list of qualified voters that is provided to the jury commissioner by the county 
recorder to include dates of birth and, if available, telephone numbers and email addresses.  
3. Requires the list of persons who are at least 18 years old and licensed to drive in Arizona that 
is provided to the jury commissioner by the Director of the Arizona Department of 
Transportation to include dates of birth and, if available, telephone numbers and email 
addresses. 
4. Modifies the definition of master jury list. 
5. Makes technical changes.  
6. Becomes effective on the general effective date.
