SCR 1020: general appropriation bill; continuing appropriation

Overview 
Subject to voter approval, amends the Constitution to continue the prior fiscal year's general 
appropriation act if no general appropriation bill is enacted by the start of the new fiscal year. 
History 
The Arizona Constitution specifies that the general appropriation bill may only contain 
appropriations for state departments, state institutions, public schools and interest on the 
public debt. All other appropriations must be made by separate, single-subject bills (Ariz. 
Const., Article IV, Part 2, § 20). 
The Joint Legislative Budget Committee (JLBC) is a statutory committee comprised of eight 
members from both the House of Representatives and from the Senate. JLBC meets as often 
as necessary and a majority of the 16 members constitutes a quorum (A.R.S. § 41-1271). JLBC 
makes revenue and expenditure recommendations to the Legislature and may meet both 
during legislative session and outside of legislative session (A.R.S. § 41-1272). 
Provisions 
1. Continues the immediately preceding fiscal year's general appropriations act into the 
following fiscal year if no general appropriations act for the following fiscal year has been 
signed into law by the start of that year. (Sec. 1) 
2. Directs JLBC, by a majority vote, to adjust the amounts that were in effect for the 
preceding fiscal year to remove one-time expenditures, make required debt service 
adjustments and account for inflation and enrollment growth in the: 
a) Arizona Department of Education; 
b) Arizona Health Care Cost Containment System; 
c) Department of Economic Security. (Sec. 1) 
3. Prohibits a general appropriation act from continuing in effect for a new fiscal year if it 
would appropriate an amount that exceeds the projected General Fund revenues for the 
new fiscal year. (Sec. 1) 
4. Allows the Legislature to enact laws to enforce the general appropriations act. (Sec. 1) 
5. Directs the Secretary of State to submit this measure to the voters as a proposition at the 
next general election. (Sec. 1) 
6. Makes technical and conforming changes. (Sec. 1)
