Overview 
Requires individuals, in order to vote for city or town council members, to be qualified electors 
of that district, ward, precinct or other geographic designation.  
History 
A city or town may by authoritative order declare a candidate for city council elected upon 
receiving a majority of all votes cast during a primary election, this is effective as of the date 
of the general election with no further elections required. With any city or town that conducts 
elections for city or town council members via district, ward, precinct or other geographical 
designation only qualified electors of the district, ward, precinct or geographic designation 
are eligible to vote for council member candidates (A.R.S. ยง 9-821.01). 
Provisions 
1. Stipulates that in order to vote in elections for city or town council members based on 
district, ward, precinct or other geographic designation, a voter must be a qualified elector 
of that district, ward, precinct or other geographic designation. (Sec. 1) 
2. Requires the Secretary of State to submit the proposition to the voters at the next general 
election. 
3. Becomes effective if approved by the voters and on proclamation of the Governor.
