Overview 
An emergency joint resolution that approves the sale of private real property in Phoenix, 
Arizona, to the United States Department of Veterans Affairs (VA).  
History 
The United States Constitution grants Congress the authority to enact exclusive legislation 
over places purchased by the consent of the Legislature of the State in which the purchased 
land is located so that forts, magazines, arsenals, dockyards and other needful buildings may 
be established (U.S. Constitution, Art. 1 Sec. 8).  
State statute authorizes Arizona to permit the acquisition of any privately owned real 
property within Arizona, by the United States, upon the Governor's signing a joint resolution 
adopted by the Legislature to that end. Such resolution must recite the legal description of 
the land and the purposes to which the state consents that the property may be used (A.R.S. § 
37-620.02). 
Provisions 
1. Consents to the sale of four parcels of land in Phoenix, Arizona to the United States for 
the VA's use.  
2. Provides a legal description of the parcels of land being sold.
