Overview 
Establishes a timeline for a person to participate in the Voluntary Vehicle Repair Program 
(Program).  
History 
The Arizona Department of Environmental Quality (ADEQ) operates the Voluntary Vehicle 
Repair and Retrofit program. The Program's goal is to provide for quantifiable emissions 
reductions and offers up to $900 towards the cost of emissions related vehicle repairs after a 
failed emissions test (A.R.S. § 558.02). 
Provisions 
1. Requires a vehicle owner participating in the Program, in addition to other listed actions, 
to: 
a) apply to participate in the Program less than 60 days after failing the most recent 
test; and 
b) repair the vehicle within 60 days after acceptance to the Program. (Sec. 4) 
2. Removes the eligibility of certain diesel vehicles if they fail a random roadside test. (Sec. 
4) 
3. Removes the requirement for ADEQ to operate and administer the Program in 
cooperation with the relevant county. (Sec. 4) 
4. Defines owner by reference to A.R.S. § 28-101.  
5. Contains a conditional enactment clause. (Sec. 5) 
6. Makes technical and conforming changes. (Sec. 1, 2, 3 and 4)

1. Extends the Waste Tire Program from January 1, 2026 to January 1, 2029. (Sec. 7)
