Overview 
Establishes the 988 Suicide Awareness Special Plate and Fund, Youth Charities 
Organization Special Plate and Fund, Made in Arizona Special Plate and Fund, Education 
Fundraising Special Plate and Fund, Sorority and Fraternity Special Plate and Fund, 
Arizona Bicycling Special Plate and Fund, Public Safety Personnel Mental Health Special 
Plate and Fund and the Hopi Tribe Special Plate.  
History 
The Arizona Department of Transportation (ADOT) is required to provide every vehicle 
owner one license plate for every vehicle registered upon application and payment of fees 
(A.R.S. § 28- 2351). Statute requires ADOT issue or renew special plates according to 
specified requirements (A.R.S. § 28-2403). An initial and annual renewal fee of $25 is 
required for the special plate in addition to the vehicle registration fees. Of the $25 special 
plate fee, $8 is an administrative fee and $17 is an annual donation (A.R.S. §§ 28-2402; 28-
2404). Special plates require a standard $32,000 implementation fee.   
All license plates, including special plates, designed or redesigned after September  24, 2022, 
are required to have: 1) the background color of the license plate contrast significantly with 
the color of the letters, numerals and state name on the license plate; and 2) the name of the 
state appearing on the license plate in capital letters in sans serif font with a height of three-
fourths of an inch (A.R.S. § 28- 2351). 
Provisions 
988 Suicide Awareness Special Plate and Fund 
1. Establishes the 988 Suicide Awareness Special Plate and Fund (988 Fund) if a person 
pays $32,000 to ADOT by December 31, 2025. (Sec. 4, 8)  
2. Requires the person who provides the $32,000 to design the 988 Suicide Awareness 
Special Plate. (Sec. 4) 
3. States that the design and color of the 988 Suicide Awareness Special Plate is subject to 
the approval of ADOT. (Sec. 4) 
4. Allows the Director of ADOT (Director) to combine requests for the 988 Suicide Awareness 
Special Plate with requests for personalized special plates and subjects the request to 
additional fees. (Sec. 4)

Youth Charities Organization Special Plate and Fund 
13. Establishes the Youth Charities Organization Special Plate and Fund (Youth Fund) if a 
person pays $32,000 to ADOT by December 31, 2025. (Sec. 4) 
14. Requires the person who provides the $32,000 to design the Youth Charities Organization 
Special Plate. (Sec. 4) 
15. States that the design and color of the Youth Charities Organization Special Plate is 
subject to the approval of ADOT. (Sec. 4) 
16. Allows the Director to combine requests for Youth Charities Organization Special Plate 
with requests for personalized special plates and subjects the request to additional fees.

d) Is affiliated with a membership-based organization that is headquartered in 
Scottsdale, Arizona that consists of an active membership of not more than 65 
members under 40 years old. (Sec. 4) 
23. Requires the State Treasurer, on notice from the Director, invest and divest monies in 
the fund and monies earned from investment must to be credited to the Youth Fund. (Sec. 
4) 
Made in Arizona Special Plate and Fund 
24. Establishes the Made in Arizona Special Plate and Fund (Arizona Fund) if a person pays 
$32,000 to ADOT by December 31, 2025. (Sec. 4, 9) 
25. Requires the person who provides the $32,000 design the Made in Arizona Special Plate.

26. States the design and color of the Made in Arizona Special Plate is subject to the approval

36. Establishes the Education Fundraising Special Plate and Fund (Education Fund) if a

c) Use any monies raised through fundraising to promote equitable access to learning 
and enrichment opportunities, stimulate classroom innovation and ensure academic 
excellence for one unified school district in this state. (Sec. 4) 
46. Requires the State Treasurer, on notice from the Director, to invest and divest monies in 
the Education Fund and to credit monies earned from investment to the Education Fund.

47. Defines unified school district as a political subdivision of this state offering instruction 
to students in grades one through 12, kindergarten programs and programs for preschool 
children with disabilities. (Sec. 4) 
Sorority and Fraternity Special Plate and Fund 
48. Establishes the Sorority and Fraternity Special Plate and Fund (Sorority and Fraternity 
Fund) if a sorority or fraternity pays $32,000 to ADOT by December 31, 2025. (Sec. 4) 
49. Stipulates the Sorority and Fraternity Special Plates must be of uniform design and must 
include space for one Sorority or Fraternity logo. (Sec. 4) 
50. Directs a sorority or fraternity that meets the requirements and that provides $32,000 to 
ADOT, to design a logo for the sorority or fraternity that is different from designs issued

sororities and fraternities that paid the special plate fee to ADOT based on the total

58. Requires the sorority or fraternity to be recognized by a university in this state and have 
a mission to: 
a) Foster cooperative actions of its members in dealing with matters of mutual concern; 
b) Promote the well-being of its affiliate sororities and fraternities, facilitate the 
establishment and development of local councils and provide leadership training for 
its constituents; and 
c) Educate citizens and communities in this state in the interest of the general public 
through community education, literature and broadcast information with respect to 
government issues about methodologies and strategies to improve, maintain and 
promote the needs and knowledge of the residents of this state, with respect to 
economic development, public safety and access to educational opportunities so that 
the residents of this state can serve for the protection, conservation and preservation 
of their human and natural environment in and around this state. (Sec. 4) 
59. Requires the State Treasurer, on notice from the Director, to invest and divest monies in 
the Sorority and Fraternity Fund and to credit monies earned from investment to the 
Sorority and Fraternity Fund. (Sec. 4) 
Hopi Tribe Special Plate 
60. Establishes the Hopi Tribe Special Plate if a person pays $32,000 to ADOT by December 
31, 2025. (Sec. 4) 
61. Requires the person who provides the $32,000 to design the Hopi Tribe Special Plate.

62. States that the design and color of the Hopi Tribe Special Plate is subject to the approval

67. Establishes the Arizona Bicycling Special Plate and Fund (Bicycling Fund) if a person 
pays $32,000 to ADOT by December 31, 2025. (Sec. 4) 
68. Stipulates that the Arizona Bicycling Special Plates have a uniform design and have a 
space for one Arizona Bicycling logo. (Sec. 4) 
69. Requires the person who provides the $32,000 to ADOT must design an Arizona 
Bicycling logo. (Sec. 4) 
70. States that the design and color of the Arizona Bicycling Special Plate is subject to the 
approval of ADOT. (Sec. 4)

in themselves and their colleagues, family support to assist family members of public 
safety personnel in understanding the unique stressors associated with a public safety 
lifestyle and recognizing early warning signs and personalize support for public safety 
personnel and family members of public safety personnel which is available 24 hours 
a day. (Sec. 4) 
91. Requires the State Treasurer, on notice from the Director, to invest and divest Public 
Safety Fund monies and states that monies earned from investment must be credited to

1. Establishes the Kidney Disease Awareness Special Plate and Fund (Kidney Fund) if a 
person pays $32,000 to ADOT by December 31, 2025.

Special Plate.  
3. States that the color and design of the Kidney Disease Awareness Special Plates are

b) Committed to improving the quality of life for those with kidney failure, including 
persons on dialysis and transplant recipients; 
c) Providing community education about kidney health and the prevention of chronic 
kidney disease; 
d) An advocate for organ donation; and 
e) A partner with federal, state and local governments, public and private institutions, 
foundations and individuals. 
12. Requires the State Treasurer, on notice from the Director, to invest and divest Kidney 
Fund monies and states that monies earned from investment must be credited to the 
Kidney Fund. 
America250 Special Plate and Fund 
13. Establishes the America250 Special Plate and Fund (America250 Fund) if a person pays 
$32,000 to ADOT by December 31, 2025.  
14. Requires the person who provides the $32,000 to design the America250 Special Plates.  
15. States the design and color of the America250 Special Plates are subject to the approval

Italian American Special Plate and Fund 
26. Establishes the Italian American Special Plate and Fund (Italian American Fund) if a 
person pays $32,000 to ADOT by December 31, 2025.  
27. Requires the person who provides the $32,000 to design the Italian American Special 
Plates.  
28. States the design and color of the Italian American Special Plates are subject to the 
approval of ADOT.  
29. Allows the Director to combine requests for the Italian American Special Plates with 
requests for personalized special plates and subjects the requests to additional fees.  
30. Stipulates that of the $25 fee for the Italian American Special Plate, $8 is an 
administration fee and $17 is an annual donation.  
31. Requires ADOT to deposit all Italian American Special Plate administration fees into the

Italian Americans; 
c) Provides college scholarships to eligible Italian Americans; and 
d) Conducts an annual first-time travel to Italy program for young Italian Americans on 
a merit basis. 
37. Allows the State Treasurer, on notice from the Director, to invest and divest Italian 
American Fund monies and states that monies earned from investment must be credited 
to the Fund.

38. Revises short title to reflect adopted amendments.

with a request for an alternative fuel vehicle sticker, rather than a request for low emission

Special Plate, the request is subject to the administrative fee, rather than fees, for the
