Assigned to ED FOR COMMITTEE ARIZONA STATE SENATE Fifty-Seventh Legislature, First Regular Session FACT SHEET FOR H.B. 2172 parent training; schools; K-8 students Purpose Requires the Arizona Department of Education (ADE) to develop and maintain a webpage that contains parent training programs and educational materials relating to child sex trafficking and internet crimes against children. Directs each school to provide the information on the training program and educational materials to a requesting parent or guardian. Background Each school district governing board, in consultation with parents, teachers and administrators, must develop and adopt a policy to promote parental involvement in schools. Statute outlines plans and procedures that a parental involvement policy must include and allows a parental involvement policy to include specified components, including: 1) efforts to encourage the development of parenting skills; and 2) efforts to encourage access to community and support services (A.R.S. ยง 15-102). There is no anticipated fiscal impact to the state General Fund associated with this legislation. Provisions 1. Requires ADE to develop and maintain a webpage for parent training programs and resources that includes: a) at least one training program that is provided free of charge and includes instruction on child sex trafficking and internet crimes against children; and b) educational materials and resources relating to preventing child sex trafficking and internet crimes against children. 2. Specifies that ADE may use a training program that is provided free of charge by the Arizona Department of Homeland Security, if available. 3. Requires, on the request of a parent or guardian of a student at the school, each school to provide information about the training program and available resources to the parent or guardian. 4. Requires the information provided to a requesting parent or guardian to include: a) a statement that, to enhance child safety and awareness, the parent is strongly encouraged to complete the training program at least once per year; and b) a description of the free training program, including information on how to access the training program. Allows the information that must be provided to a requesting parent or guardian to be provided to each parent or guardian at the beginning of the school year or, if applicable, when a student transfers to the school. 6. Defines school as a school district or charter school that provides instruction to students in kindergarten programs or any of grades one through eight. 7.
