Overview 
Makes changes to the statutes pertaining to the Arizona Registrar of Contractors (ROC). 
History 
The ROC licenses and regulates residential and commercial contractors. The ROC is required 
to: 1) classify and qualify applicants for a license; 2) change the license classification in the 
case of a title reclassification; 3) conduct investigations to protect the health and safety of the 
public; and 4) establish written examinations to protect the health and safety of the public 
(A.R.S. § 32-1122). 
The ROC issues separate licenses for commercial and residential work, and dual licenses to 
cover both commercial and residential, for each field or trade.  An initial or renewal license 
is for a two-year period.  As a 90/10 agency, 90% of the licensing fees fund the agency and 
10% deposits into the State General Fund.  The agency currently licenses and regulates over 
47,000 residential and commercial contractors.  (roc.az.gov) 
Provisions 
1. Removes the requirement for the ROC to publicly post a list of applicants for a contractor's 
license on its website for at least 20 days. (Sec. 1) 
2. Eliminates the requirement for a license application or renewal to include the names and 
addresses of the directors of the corporation, association or other organization. (Sec. 2)   
3. States that to obtain, renew or maintain a license, the licensee cannot be named on a 
license or have committed any act that would be grounds for suspension or revocation of 
a contractor's license unless the loss caused by the act/omission has been fully satisfied 
according to statute.  (Sec. 2) 
4. Allows the ROC to require a criminal records check for a license applicant. (Sec. 2) 
5. Requires the ROC to implement a biennial license renewal system for residential and 
dual licensed contractors. (Sec. 3) 
6. Requires that ROC implement a four-year license renewal system for commercial 
contractors and prorate license renewal fees for that purpose. (Sec. 3)

7. Strikes the requirement for licensees to show their license upon demand by ROC. (Sec. 4) 
8. Excludes commercial contractor's license applications and license renewals from ROC 
requirements related to bonds and surety bonds. (Sec. 7) 
9. Amends language pertaining to surety bonds and cash deposits by contractor licensees to 
make bond requirements optional and not mandatory for specified licensees. (Sec. 7) 
10. Specifies that after revoking a license, rather than not renewing or reissuing the license 
until all statutory requirements are met, the ROC may not issue a new license until all 
statutory requirements are met. (Sec. 8) 
11. Makes technical changes and removes archaic language. (Sec. 1-8)
