HB 2420 Initials CH Page 1 Appropriations ARIZONA HOUSE OF REPRESENTATIVES Fifty-seventh Legislature First Regular Session House: ED DP 6-4-0-2 HB 2420: appropriation; college credit; examination; incentive Sponsor: Representative Kolodin, LD 3 Committee on Appropriations Overview Appropriates $4,214,700 from the state General Fund (GF) in FY 2026 to the Arizona Department of Education (ADE) for the College Credit by Examination Incentive Program (CCEIP). History Established within ADE, the CCEIP provides incentive bonuses to teachers, school districts and charter schools for high school students who obtain a passing score on a qualifying exam for college credit. The Arizona Board of Regents maintains a list of qualifying exams that a high school student may take to receive college credit in math, English, social studies or science from any Arizona public university, as well as the exam scores required to receive college credit. ADE pays an incentive bonus to school districts and charter schools for each high school student who receives a passing score on a qualifying exam during the previous fiscal year. The bonus is $450 per passing score for a student who is enrolled in a school district or charter school where at least 50% of students are eligible for free or reduced-price lunches (FRPL). Students enrolled in a school district or charter school where less than 50% of students are FRPL-eligible generate a bonus of $300 per passing score on a qualifying exam. If the statewide sum of bonuses exceeds the amount of available appropriated monies, ADE must proportionally reduce bonus monies to cover all eligible bonuses. A school district or charter school that receives a bonus must distribute at least 50% of the monies to the associated classroom teacher for each student who passes a qualifying exam and to other teachers of relevant subjects who instructed the student. The remainder of any bonus monies received are allocated by the principal on behalf of students who receive a passing score. The College Credit by Examination Development Fund consists of monies that are appropriated to ADE for the CCEIP but that are not distributed by the end of the fiscal year. Monies must be distributed to schools that have at least 50% of students who are FRPL- eligible for developing and operating classes that offer qualifying exams (A.R.S. § 15-249.06). The FY 2025 General Appropriations Act appropriated $3,772,100 from the state GF in FY 2025 for the CCEIP (FY 2025 Appropriations Report). Provisions 1. Appropriates, in addition to any other appropriations made in FY 2026 for the CCEIP, $4,214,700 from the state GF in FY 2026 to ADE for the CCEIP. (Sec. 1) 2.
