History The official instructions and procedures manual for elections often referred to as the Elections Procedures Manual (EPM), must be issued by December 31 of each odd-numbered year preceding the general election. The EPM must be submitted by the Secretary of State to the Governor and Attorney General for approval no later than October 1 of the year before each general election. The EPM creates rules and procedures for how to conduct impartial, accurate and efficient elections by detailing how to conduct voting, tabulation and management of ballots. The penalty for violating any EPM rule is a class 2 misdemeanor (A.R.S. § 16-452). Provisions 1. Removes the requirement for the Attorney General to Approve the EPM. (Sec. 1) 2. Requires chairpersons of the House of Representatives and Senate committees with jurisdiction over election matters to approve the EPM. (Sec. 1) 3. Requires the EPM be submitted to the House and Senate committee chairman no later than October 1 before the year of each general election.
