FACT SHEET FOR H.B. 2663 
 
classroom management; students; temporary removal 
Purpose 
Stipulates that a principal or designated school administrator may direct a student who was 
removed from a classroom by a teacher back to the classroom only if the principal or administrator 
provides the teacher a written certification that contains the prescribed information. 
Background 
Students must comply with the rules and submit to the authority of teachers, school 
administrators and the school district governing board (governing board). A teacher may send a 
student to the principal's office to maintain effective discipline in the classroom. If a student is sent 
to the principal's office, the principal must employ appropriate discipline management techniques 
that are consistent with the governing board's adopted rules. A teacher may remove a student from 
the classroom if the teacher: 1) has documented that the student has repeatedly interfered with the 
teacher's ability to communicate effectively with other students or with the other students' ability 
to learn; or 2) has determined that the student's behavior is so unruly, disruptive or abusive that it 
seriously interferes with the teacher's ability to communicate effectively with other students or 
with other students' ability to learn (A.R.S. § 15-841). 
A governing board, in consultation with teachers and parents, must prescribe rules for the 
discipline, suspension and expulsion of students. A governing board must: 1) support and assist 
teachers in implementing and enforcing the rules; 2) develop procedures allowing teachers and 
principals to temporarily remove disruptive students from a classroom or recommend the 
suspension or expulsion of students; and 3) delegate to the principal the authority to remove a 
disruptive student from the classroom (A.R.S. § 15-843). 
There is no anticipated fiscal impact to the state General Fund associated with this 
legislation. 
Provisions 
1. Stipulates that, if a teacher removes a student from a classroom pursuant to rules governing 
student conduct, the principal or designated school administrator may direct the student to 
return to the classroom only if the principal or administrator provides the teacher a written 
certification that: 
a) states that the principal or administrator is authorizing the student to be readmitted to the 
classroom; and 
b) describes the disciplinary action, if any, that was taken in response to the behavior for 
which the student was removed.  FACT SHEET

2. Defines classroom as any area in which regularly scheduled instruction is provided to students 
by a certificated public school employee. 
3. Defines rules governing student conduct as any rules, procedures, policies or guidelines that 
outline the expectations for student behavior while attending school and the disciplinary 
actions that may be taken if a student's behavior does not meet those expectations. 
4. Specifies that rules governing student conduct includes: 
a) policies and procedures adopted by a governing board or charter school governing body; 
and 
b) procedures developed by schools relating to student discipline and the temporary removal 
of students from a classroom, classroom management plans developed by teachers and 
school administrators, student handbooks and parent-teacher handbooks. 
5. Becomes effective on the general effective date.
